The "Short-Term" amount is the amount necessary to bring the user up to the next level right now. For instance if I made a payment last July of $12 and I wanted Silver, I could pay $18 now to become Silver. However, in July, my $12 original payment becomes a year old and so I would be downgraded to the amount that is still less than 1 year old which is $18, so I would be Bronze again. To prevent that from happening, users can make a "Full-Year" payment of $30 for Silver, and while it would be $12 more than is required right now, it will guarantee that they will have Silver for the full year and won't have an unexpected downgrade in the middle of the year.
