On occasion I receive a QSL and the call doesn't agree with the call that I logged. Most of the time it looks like a European Club call that I worked and the Ham that I contacted sent me a card with his own personal call. I have been rejecting them as " Wrong call" received. Is this the proper response? I really feel bad if the Ham that I worked is a new ham and can only operate from a Club station.

I believe you have done the proper thing. To the best of my knowledge, such restrictions as you mentioned do not exist any more, and even if they do, the operators could still sign with their own callsign - after all, that's what it is for. If another one is used, well, then the QSO is with that other one. You can only log what you hear. If the operators do not tell you their callsigns on the air, you haven't had a QSO with them. Operators sending QSLs with their own callsign without having mentioned them on the air is bad practice and should not be encouraged.
