In short, it is a website that generates QSL cards but instead of searching for it on the server, you have it on your computer without an internet connection.

It comes with an embedded forum within amateur radio and propagation data.

You also have the option to see more templates in which case the server will be displayed with other templates. But the basics are locally on your PC when you install the software and always offline.
