I don't see why some HAMs are members of eQSL. For example such OE1GOA. My correspondence with him:

Dear Greg,
you rejected my SWL eQSL from 21Sep2009 2131UTC (you worked with ES0IC on 80m PSK31). May I ask you where I did mistake? Thanks for your answer. 73, Mirek OK1-36292

And his answer:

Just don`t wish/send eQSL

I think UA2 is Kaliningrad DX country, but here this prefix is related to Russia European. Am I wrong?
