I recently became a recipient of the ARRL 5 Band DXCC Award plaque without having to worked it.
You often hear the idiocy and foolishness of the ARRL and many of it's member "I do not do eQSL because is not recognized by the League." What a bunch of crap!
Here I am with a plaque issue by the ARRL to a member (me) that did not even request or pay for the award. Yet, they do not recognized eQSL cards and berate us when the subject is address at conventions and ARRL sponsor local radio clubs.
I suggested to the ARRL, that I would return the plaque as soon as they provide me with a return shipping label: at which they reply to keep it!
I now display the unearned plaque with no QSL cards submitted from the "ELITIST" group at the ARRL.
He who lives in a glass house should not throw stones.
I am a GOLD eQSL and life member of the ARRL.

Jeff, I was not given any answer how it came about issuing this award. This is what I think happened: I had submitted for a 5 Band WAS award and someone in shipping or packing mistakenly shipped the wrong award. Or, perhaps an unhappy League employee decided to get his manager in hot water and packed the wrong plaque. However, what got me, was the League refusal to have me return the plaque. I now have 2 five band WAS and one five band DXCC plaque. I am thinking of listing the plaque on eBay after this week DXCC club meeting.
