I have a close associate who has an entry level Amateur license. They made a good number of contacts, all over, on 10M the first day of operating on the radio, but that was it.

This person could be encouraged, I believe, to become a SWL and send eQSL cards to members whom they have copied in QSO's with other hams.

BUT, , , , how does one become a "licensed" SWL with a number (callsign) I.D?

As a SWL myself I enrolled with ISWL(International Short Wave League) and was given my number or you can register with SWARL(Short Wave Amateur Radio League) both can be found online. Hope this helps

I recently received an eqsl from a station with a call sign that didn't seem to match a call sign format. After reading your post and doing some quick internet research I believe this to be a SWL user who is telling me he heard me during a contact I made. He actually sent me two. His call is a letter-number prefix followed by a dash and then five numbers. Is it appropriate for me to send him an eqsl card? Thanks and 73's. Marc

Hi,

Concerning the SWL identifier, there are no real rules here, the format requirements are quite tolerant
I seem to remember that it must have at least one digit and a maximum length ?

There is no licence, they are assigned an identifier by associations, or use a personal, custom one.
When you register an account, you are prompted to choose between SWL or Licenced Ham

Yes, it is...if this SWL sends you a real report 5xx or in db's for digital modes and your qso partner is mentionned, there is no reason to reject it.

Some hams ignore them...well, they are free.....but why reject them ?

You can check in your OUTBOX that you have replied to a SWL, the qso details display :"confirming SWL report...etc"
